I have the same question Darkener, and there is another priest talent with the same mechanic:

Improved Devouring Plague Rank 2
Your Devouring Plague instantly deals damage equal to 30% of its total periodic effect.

The question is: Will the the initial damage first stay the same with haste, then shoot up when you pass the threshold for an additional tick?
